2011 Good Ole Boys Bass Club Rules

                                                    

Rule Changes:

The following rules will remain in effect and unchanged during the 2011 season and/or subsequent seasons. If necessary, new rules, modifications, and adaptations thereof will only be made by a 2/3-majority positive vote of the complete membership and/or thirty (30) members. Further delineation and interpretation of these rules will be left exclusively to the discretion of the Tournament Directors. Decisions made by the Tournament Directors are final in all matters and are not subject to appeal.

Should rule changes become necessary, these changes will only be made at any meeting that occurs before the first official club points tournament of the year.

In extraordinary cases, whereas a standing and approved rule has created dramatic hardships and/or is in everyone's best interest to modify, then a "Special Emergency Rules Session" can be called during the calendar year by both the Clubs President and Tournament Director/s for a review and/or modification of the specific standing rule in question. No other rule and/or combination of rules, unless directly linked, can be addressed at this session. 

2. Annual Club Dues:

G.O.B. Bass Club Annual Dues. $20.00

Everyone must belong to national BASS. $30.00

Everyone is recommended to belong to the New York State B.A.S.S. Federation. $20.00

Total dues $50.00 if you opt out of the Federation and $70.00 if you want to belong to the Federation.

Boaters must carry their own boat insurance and liability in the amount of $300,000.

          3. Tournament Fees: Tournament Fees for the 2011 season are $20.00 for Boaters and $30.00 for non-boaters. The extra $10.00 that is paid by the non-boater will be given to his boater by the treasurer at the end of the tournament for Gas.  It is also suggested that the non-boater pay for any launch fees and at least offer to pay a little extra for gas,  especially if you have won any money in that tournament.

Tournament fees must be collected and paid in full to the Club Treasurer or in his/her absence, the Tournament Directors. The fees must be collected prior to launch in order for the contestant to officially participate in the tournament

Regular Tournament Fees ($20.00) will be in effect for each separate fishing event.

Big Bass ... $3.00 (payout) plus the Bass Pro $25.00 gift card.

Year-end Angler of the Year... $1.00 (escrow)

Year-end Big Bass of the Year... $1.00 (escrow)

That leaves $15.00 per angler for the pool balance.

1st place finisher = 35% of pool balance

2nd place finisher = 25% of pool balance

3rd place finisher = 20% of pool balance

4th place finisher = 10%" of pool balance

5th place finisher = 10% of pool balance

Event Total = $20.00          

Championship Tournament Fees (2 day event). $40.00 for boater and $50.00 for non-boater.

To be eligible to fish the “classic” an angler must have fished at least 5 points tournaments during the current point’s year

 Entry fee...$28.00 (to be spit 4 ways, 50%.25%.15%.10% at end of 2nd day)

+ $10.00 for Big Bass ( $5.00 each day)

+ $1.00 for Angler of the year (escrow)

+ $1.00 for Big Bass of the year (escrow)

Event Total = $40.00

           “Classic” tournament winners will receive the following:

1st place finisher will receive 50% of the outstanding purse

2nd place finisher will receive 25% of the outstanding purse

3rd place finisher will receive 15% of the outstanding purse.

4th place finisher will receive 10% of the outstanding purse

Big Bass winner of each day will receive 100% of the purse collected for Big Bass for that day.

Big Bass & Angler of the year fees will be retained toward year-end awards.

 4. Pre-tournament practice

There will be no official practice period or off-limits period prior to any tournament.

 5. Tournament Fishing.

Cell phones are permitted but the only information that can be shared during a tournament is lure choice and fishing method. Members may not call another angler and invite them to their “hot” spot. Remember, respect your fellow members.

6. Pairings:

Partners will be paired by a draw prior to each event. The draw IS final. The tournament director/s may reassign partners prior to the morning take-off if a situation develops, and only with complete agreement of parties involved. 

7. Safety:

Safe boating will be observed at all times.

DURING COMPETITION, and to better insure safe boating and angling practices and in an effort to reduce stress on fish and not overtax live well resources, no more than two participants will be allowed on each boat.

DURING COMPETITION, EACH CONTESTANT IS REQUIRED TO WEAR A U.S. COAST GUARD APPROVED CHEST TYPE LIFE PRESERVER ANY TIME THE COMBUSTION ENGINE IS IN OPERATION.

All boats must be equipped with an emergency ignition shut-off device that must be securely attached to the driver's body whenever the combustion engine is in operation. 

8. Sportsmanship:

All contestants are required to follow high standards of sportsmanship, courtesy and conservation. Drinking will be cause for immediate disqualification. No alcoholic beverages or illegal drugs will be allowed for use and/or consumption during competition. Chemical substance addiction or abuse, Conviction of a crime, or any other conduct reflecting unfavorably upon the clubs efforts to promote safety, sportsmanship, fair competition and compliance with tournament rules are grounds for disqualification and/or rejection of any application for participation. 

9. Boat operation:

We operate on the “Pro – Am” formula.  The boater is in control of the trolling motor and where the boat fishes during the total day.

 It is recommended that information is shared through out the day. 

 The non-boater may be invited (the boater must invite you) to fish along side of him on the front of the boat if some sort of "vertical" fishing is being used." (It's not mandatory)

A non-boater may suggest an area to fish if he has fished (within a couple of days) an area and has caught bigger or more fish in that new area. The boater is not required to fish this area though.

 10. Boat and horsepower regulations:

All boats must be equipped with either a wheel or tiller steering. No other steering devices will be permitted. Each boat must have all required U.S. Coast Guard safety equipment onboard and be fully operational. All boats must contain properly aerated and/or recalculating live wells. Each boat must keep the limit of bass and/or bass catch alive for both contestants. Maximum horsepower for all outboards allowed in tournament competition will be 250 hp, so as not to exceed the horsepower limitations set forth by the U.S. Coast Guard. 

11. Permitted Fishing Methods:

All Bass must be caught live in a conventional sporting manner. Only artificial lures may be used with the exception of pork trailers. Only 1 fishing rod may be used at any one given time. Nets will be allowed. The "trolling technique", as a method of fishing is prohibited.

12. Permitted Fishing Locations:

Contestants may fish anywhere on tournament waters accessible by boat with the following exceptions;

There will be No "Locking" through,

Fishing areas designated as "off limits",

Fishing areas designated as "no fishing" by local, state or federal officials.

Fishing within 50 yards of any marina gas pump,

Fishing within 50 feet of any other competitor’s boat.

All angling must be conducted from the boat. At no time may a contestant leave the boat to land a fish or to make the boat more accessible to fishing waters. The boat must remain in the tournament waters during the tournament day. Contestants must leave and return to the official checkpoint by boat. In the event of equipment failure or emergency there are only two acceptable methods of returning to the official check-in:

(1) By both partners remaining in their boat and being towed by water, or

(2) By both partners entering the boat of another competitor.

Under these two conditions the contestant's may be counted without penalty (except late penalties, dead fish penalties or any other penalties pertaining to any other tournament rules).

Contestants who elect to return to the check-in by any other means other than cited above will forfeit that days catch to that point in time. Any contestant returning to the check-in will be eligible to restart and resume competition only under the approval of the tournament directors and/or a designated tournament official. 

13. Hours:

Fishing times will be from safe light, determined by tournament directors, until 1:00 PM, for a minimum of (7) seven hours and/or whichever is greater. 

14. Official checkpoints:

There will be only one Official checkpoint for boat check in the morning and one official checkpoint for the check-in in the afternoon. 

15. Live Fish:

Every effort must be made to support and uphold a catch and release status. Anglers must endeavor to keep bass alive through the use of properly aerated live wells. G.O.B. strongly recommends the use of chemical live well additives that promote the healthy return of bass to their natural habitat.

Four Ounces will be deducted from the total weight for each dead bass presented for weight-in.

The G.O.B. Club Tournament Director and/or Tournament Committee members, in cases where the Tournament Director is not present shall rule a fish either dead or alive at the weigh-in site. The determination of whether the fish can maintain an upright position under its own power will deem the fish dead or alive. Once the Tournament Director/s makes the decision, the decision is considered final and cannot be further challenged or appealed.

If a fish has been determined dead, then the fish cannot be returned to the water and the status of the fish must be determined by the penalized angler.

If a fish has been presented at weigh-in and been determined dead, and the angler assessed a penalty, this fish will be deemed ineligible for additional year-end awards including the Big Bass Award.                      _

Heavy Tournament style weigh-in bags are strongly recommended, with sufficient water content, for fish transportation to the weigh-in scales.

Watch your 12-inch minimum length limit! 

16. Scoring:

Scoring will be determined by;

(1) Pounds and Ounces, or

(2) Decimal equivalent, of each contestants catch during the tournament.

Only Largemouth & Smallmouth Bass are accepted species. The Limit will be 5 bass, single or combined species. At no time will a contestant possess more than the tournament limit. Any contestant who possesses more than the tournament limit will have his catch of that day disqualified.

The official length limit for bass will be 12 inches unless the state or lake limit is other then 12", in which case the state or lake limit will prevail.  

The proper way to measure fish for this club shall be with the mouth closed and the tail compressed and swept.

Bass presented to the weigh-in which fail to measure the prescribed length limit will be penalized at the rate of 1 pound for each non-legal bass presented.

Each contestant's catch must be weighed in via an official club weigh-in scale.

Points will be awarded in each tournament toward year-end awards. Points will be accumulated based on club membership. 

Exam            Example club membership 30...

1st place = 30 points

2nd place =29 points

3rd place = 28 points ... and so on until a "zero" weight position is reached.

At that point every subsequent contestant with a zero weight will receive the same number of points issued to the first zero weight position but never shall there be less then 10 points awarded even if there is weigh difference among those final contestants. (Show up points)

Championship Tournament points will be doubled per position. 

17. Late Penalty:

Contestants who did not return to the official check-in area at 1:00 PM, and/or the designated or pre-determined check-in time for that particular tournament event will be penalized at 1 pound per minute. This will be deducted from the total weight of the days catch including any weight to be counted toward a big bass award.

Any contestant late for launching, or more than 15 minutes late for weigh in, will lose credit for the days catch, and will receive Zero weight points. 

18. Year End Awards:

The "Angler of The Year" award is given to the anglers, both boater and non-boater, accumulating the most points in 5 of the official club tournaments plus the “Classic”.

The "Big Bass of The Year" award is given to the anglers, both boater and non-boater, with the largest bass, by weight, entered during all the year's official club tournaments including the “Classic”.

A minimum of $100.00 for each award will be issued, based on fund or purse availability. 

19. Club Membership Limitations.

The G, O, B, membership shall have the following classifications.

Active.  Members that fish the tournaments.  Active membership should be held to 30 members, (16 boaters and 14 non boaters) to make launching manageable. This membership has full voting privileges, pays all dues and their numbers are counted in quorum votes.

Alternate. Shall consist of up to 10 persons, (6 boaters and 4 non-boaters). These members will be allowed to fish in any tournament where the active membership does not fill out the field of 30. They will be allowed to move up to active membership as soon as space is available. This membership has full voting privileges, pays all dues and their numbers are counted in quorum votes.

Associate. Shall consist of any number of persons. All members that were at one time “Active” or “Alternate” shall automatically be placed into this classification unless they opt out. These members are welcomed at meetings and weigh-ins, but cannot fish. They do not have voting privileges, do not pay dues, and their numbers are not counted in quorum votes. At anytime upon payment of dues, these members shall become active members again if space is available, and will fill the active membership before an alternate member.

 All active and alternate members must be members of national BASS.

          20. Club Officials:

Officials shall consist of the following and are voted on by the membership.
